TEMPO Interactive, Jakarta: The Forestry Ministry’s Forest Production Management Director-general Hadi Daryanto said his office wants to create a trust fund or an independent agency that can manage funds for forest conservation.
At present, there is only the trust fund for climate change under the National Development Planning Agency. However, the trust fund is not enough to draw funds from donors because it is run by the government.
“The donors only need an independent agency with three main criteria; accountability, credibility, and professionalism,” Hadi said yesterday.
In a trust fund, the government cannot intervene. “If the government contributes financially, it can sit as a member of the board of trustees,” he said.
According to Hadi, a trust fund for forest conservation has been established in Brazil, known as the Amazon Fund and in Costa Rica, the FONAFIFO (Fondo Nacional de Financiamiento Forestal/ National Forestry Fund). “The two agencies have managed to obtain millions of dollars for forest conservation from Norway,” said Hadi.
